Spring 2023 Edition - Volume 3
At the Annual Homeowner Association Board meeting held in July 2022, several homeowners expressed interest in having a community newsletter. The goal is to share important information about what is going on in the community and allow residents to connect and share resources.

GUNBARREL APARTMENT DEVELOPMENT NEWS The Gunbarrel Community Alliance has news about the development on Spine Road: "We've learned from the city that the Celestial Seasonings developers have asked for an extension on their start date. Sounds like the city is going to give them at least a year start delay before their development approval expires. The developers stated their reasons are due to financial issues and delays. Including permit delays, increased interest rates, construction costs and trouble securing loans. Thanks to the current financial environment, we have at least another year to enjoy the quiet and beauty. Development plans for the land just north of Celestial Seasonings seems to have been put on hold. They stopped applying last November from what we can tell. But we still need to be ready to fight for what's best for Gunbarrel. Gardening season has arrived! Garden members contribute to maintaining the garden outside their immediate plot, keeping pathways clear and weeded, as well as caring for their own plot. They also care for the herb gardens and the wildflower garden. The herb garden on the south fence of the Community Garden is new! This garden doesn’t have any irrigation and will have to be hand watered. If you notice that it is dry, you can fill up a watering can from inside the garden. Wildflower Garden News The wildflower garden is in its second year and has sprinkler irrigation installed. The HOA Board has agreed has to remove the thorny bushes on the southeast side of the garden in front of building 6036. The bushes will be replaced with native sage plants and mulch. How long have you been living in Powderhorn? 28 Years When did you become a Board member? July 2022 What do you contribute to the Board? My experience as an RTD Bus operator, Train Operator and Street Supervision has allowed me to meet many people from all walks of life. They shared their challenges and joys. I learned to be a good listener. Street Supervision taught me how to analyze data using forensics to piece together how an accident occurred. This skill gives me the ability to put together information to see the larger picture. I also really care about the future of Powderhorn. What does a board member mean to you? I have lived here for. 28 years and it is an opportunity to give back to the community. What is your favorite thing about living at Powderhorn? I have so many friends here. My neighbors are wonderful .There is a great community here. My desires to make Powderhorn a better place to live. More community engagement. There are so many creative people here. I wonder if we can use the space for board meetings for a yoga class, photography class, etc. Of critical importance is keeping Powderhorn affordable while making essential investments for our future. HOA Annual Meeting The Annual Meeting HOA will be on July 19 @ 6pm. Short-term Rentals Per the Powderhorn Rules & Regulations, short-term holiday or vacation rentals are not allowed: "No lease shall be made for less than a period of 30 days." This means no AirB&B,s Vrbo's, etc. Short-term rentals are against Boulder County Law and "A local license issued by Boulder County Community Planning & Permitting is required to operate any Short-Term Rental in unincorporated Boulder County." Smoking Per the Rules & Regulations and Boulder County, smoking within 25 feet of buildings is prohibited. This includes tobacco, electronic smoking devices, and marijuana. Grills Per the Rules & Regulations: "Charcoal and wood burning devices are prohibited on the property and will not be permitted on any patio or breezeway for any reason or use. In accordance with the fire codes and county regulations, no grilling with gas grills is permitted within ten (10) feet of any building or combustible material. Additionally, storage of any propane tank (LP canisters) larger than one pound is not permitted on the condominium property." There are many affordable electric grills on the market and don't pose a fire hazard to the community." General Common Area Clutter While one person's trash may be another's treasure, please keep general common areas, such as mail kiosks, free and clear of clutter. The Powderhorn Neighborhood Watch Group works with the Boulder Country Sheriff's Office and encourages all residents to be a part of its goal to keep Powderhorn a safe community. Event at Powderhorn On Saturday, June 10, 2023 Powderhorn will have a Community Exchange. This event will be held in a central location and all residents are able to exchange/sell/donate their items. Pool The Powderhorn pool is open for the season! Pool hours: Sun-Sat, 7am-11pm Hot Tub: Sun-Thu, 7am-10pm Fri-Sat, 7am-11pm Per the Rules & Regulations: "To aid in assuring the enjoyable use of the pool facilities by all residents, the rules that pertain to the pool and spa are imperative and must be adhered to at all times." 1. Grills and glass containers of any kind are not permitted in the pool enclosure. 2. Homeowners are responsible for the conduct of their tenants and guests. Only two guests per unit are allowed. 3. Running, pushing and general rough housing are not permitted. 4. Music should be kept at low volume. 5. Rafts and inner tubes are prohibited. Air mattresses are restricted to the north leg of the pool. 6. Smoking/Vaping is not allowed in the pool or spa area or within 20 feet of the exterior fence surrounding the area. 7. Meet Paula & Dobby!
This is the first of an ongoing column highlighting Powderhorn residents and their pets. Paula has been a valuable member of our Powderhorn community for the past 10 years. Her hometown was in Cincinnati, Ohio prior to moving to beautiful Boulder County. She and her husband raised her son, Scott, in various places where her husband, Lee, was stationed. She was in a long, loving relationship with Lee, who was in the military for 30 years, and was devastated when he passed away 24 years ago. Paula was the proud "dog Mom" of Riley, the cutest, tiniest Yorkshire Terrier you have ever met. Riley was a loving and happy, little girl; you would often see Paula strolling around the Powderhorn Community with Riley, who was in a baby carriage, wagging her tail and looking for pets from everyone. Paula's beloved Riley passed away during emergency surgery just a few months ago. The empty hole left by Riley's passing encouraged Paula to find another furry friend to keep her company and fill her home with love. Paula visited the Longmont Humane Society in hopes of finding a little one, who was in desperate need of a loving forever home. There she found little Dobby, who had been left out all night and was rescued by the Humane Society on February 12th. Dobby had to be sedated to remove his collar and was shaved as his hair was severely matted. They have no information on what happened to poor, little Dobby when he was discovered in that condition. It did not take long for Paula to scoop little Dobby up and bring him home to Powderhorn. He is an adorable terrier mix and has soft, beautiful eyes and a spunky personality. Paula is concerned that Dobby can be a bit snappy and somewhat aggressive so she has been working with him tirelessly to help him be a "better puppy"! She just started puppy training at the Longmont Humane Society and is looking forward to learning how to work with Dobby and help all of us learn from her experience. So when you see Paula and Dobby out and about, which they are all the time, please stop and welcome Dobby into the Powderhorn Doggy Community and ask Paula what you can do to help her train Dobby to be a much better behaved puppy. You can also share your love of Harry Potter with Paula, who is a huge fan and has read all of the Harry Potter books, has seen all of the movies, and has even named her new family member, Dobby, after one of the Harry Potter characters! We hope this newsletter finds you well. The Powderhorn Homeowners Association (HOA) Board is here to provide you with important updates regarding community matters. In this edition, we will discuss the recent dues increase and address concerns related to parking and general common element violations. Dues Increase Effective April 1st, 2023, our monthly dues are $379.42. The monthly dues increase of $40.28 is comprised of these changes These adjustments are necessary to meet rising costs associated with maintenance, utilities, and community services. It will enable us to continue providing high-quality services and enhance the overall living experience within our community. PLEASE ensure you monthly payment has been updated to $379.42. Parking issues have been a source of concern among residents. As a reminder, per the Rules & Regulations, no more than two vehicles per unit may be parked on the property. Additional vehicles will have to park in the street. Also, all vehicles must display current license plate tags. Your feedback and cooperation are crucial in this endeavor, so please share your thoughts and concerns with us.
General Common Element Violations We have noticed instances of violations within the general common elements of our community. These violations include improper use, damage, and neglect of shared areas. We kindly remind all residents to adhere to the established rules and guidelines, ensuring the proper care and maintenance of these spaces. We appreciate your attention to this matter, as it directly impacts the aesthetics and value of our community. HOA representatives will be posting Courtesy Notices on vehicles or General Common Elements that are in violation of the Powderhorn Rules & Regulations. If the violation is not corrected within 14 days, a Violation Notice will be issued with the next steps in the enforcement process. Thank you for your continued support and cooperation.
